Department is open 24/7 but will not see anyone in person without prior approval outside normal business hours of 8am-4:30pm Monday through Friday excluding county holidays.
How can I make a program payment?
At this time you pay through mail, place in Justice Center Drop Box, or come in person. There is currently no options to pay online. Money Order, cashier’s check or, or cash are accepted methods of payment. We do not accept debit or credit cards.

What hours can I drug test?

How can I test early or late?
You must receive permission to test earlier or later than standard testing hours, contact office for approval. You must call 608-269-8835 by 4:30pm or no late testing approval will be considered.
Can I test at an alternative location?
Contact staff for more information and approval. Alternative testing location must be observed and test for similar drugs Justice Programs will not reimburse any expense for testing at an alternative testing location.
What can excuse me from drug testing?
If required to comply with drug testing you are required to report for every test unless there is a true emergency. Contact staff at 608-269-8835 to report your emergency to see if you would be excused from testing.
In the event of extreme weather conditions for deteriorating road conditions contact Justice Programs staff to see if testing has been canceled.
Will Justice Programs test me for another government agency?
Yes, Justice Programs will consider other government testing referral requests, contact office for additional information. If your testing referral is approved you will have an out of pocket cost of $40 per month.
Electronic Monitoring Program
What is the cost of being on EMP?
There is a one-time $25 activation fee
Daily cost is $25 per day and participants must pay one week in advance or they may be removed from program
1st week and activation payment of $200 is due upon entry into the program
How can I serve my jail sentence on EMP?
Judgement of Conviction (JOC) must indicate you are either granted Huber privileges or have permission to serve jail through EMP
Fill out and turn in a Huber Packet at least two weeks prior to reporting to jail. This ensures the jail has adequate time to verify employment and approve living location
I was convicted in another county, can I serve my jail sentence in Monroe County?
Make sure your Judgement of Conviction (JOC) states that you may transfer your jail sentence to Monroe County. You must also get approval of the jail in the county in which you were convicted and approval of Monroe County Jail to accept the transfer. Monroe County Jail can be reached at 608-269-8759.
I was convicted in Monroe County but want to serve my jail sentence in another county, how do I do that?
You must get approval on your Judgement of Conviction (JOC) to be able to serve your sentence in another county. You must also get approval from both Monroe County Jail to approve the transfer and the jail of the county to which you wish to be transferred to. Just because you are approved to serve your sentence in another county doesn’t mean that jail has to approve it.
Where can I live and work while on EMP?
Participants must live and work in Monroe County or surrounding counties (La Crosse, Jackson, Juneau, and Vernon).
Do I have to be employed to serve on EMP?
Yes, you must be employed full time with a minimum average of 30 hours per week.
Exceptions to this rule may be written on your Judgement of Conviction (JOC) and the jail will consider them. Typical exceptions to this rule may be for certain medical conditions. Contact Monroe County Jail for more information at 608-269-8759.
Am I required to complete drug and alcohol testing while on EMP?
Yes, I will be subject to random drug and alcohol testing through urine, salvia, breath, and transdermal bracelets.
Am I approved to test at an alternative location?
No, for this program you must complete your testing at Justice Programs
Can I leave my house while on EMP?
Participants are approved to go to work and other preapproved appointments only. Otherwise participants are required to remain in their residence. Please contact Justice Programs staff for more details at 608-269-8835.
Participants are allowed to work up to 12 hours a day, 6 days a week, but must have a lock down day each week.
On my last day of EMP what time can I have my bracelet taken off?
Any time after 4am, you may contact Justice Programs staff and come in with all assigned equipment to be done with the program.
