The Electronic Monitoring Program is a partnership between the Monroe County Sheriff's Department/Jail and the Monroe County Justice Programs. Participants of EMP are inmates of the Monroe County Jail and have been convicted of a crime. These participants are serving their jail sentence at home on house arrest with privileges to go to work, treatment, and other approved appointments.
All EMP participants are monitored through electronic monitoring equipment and are also required to comply with random drug testing. All inmates are placed on a GPS bracelet to insure compliance with lockdown and authorized stops. Certain OWI offenders and other high risk inmates are also placed on either an alcohol bracelet or handheld sobrietor.
Participants of this program are required to pay for their monitoring fees and failure to comply with the rules or payments, may result in them losing their EMP privileges and finishing the remainder of their jail sentence in the Monroe County Jail.
Important notes about EMP:
- Must be a Monroe County case/conviction
- Other county convictions need their Judgement of Conviction to allow a transfer of their jail sentence to Monroe County and approval of Monroe County Jail to accept the transfer. Monroe County Jail can be reached at 608-269-8759.
- Participants must live and work in Monroe County or surrounding counties (La Crosse, Jackson, Juneau, and Vernon).
- All interested participants must turn in their Huber Packet at least two weeks prior to reporting to jail. This ensures the jail has adequate time to verify employment and approve living location.
- Participants are required to pay all required fees and to stay ahead one week in EMP fees.
- EMP fee is $25 per day or $175 per week. There is a one time $25 activation fees.
- Non-emergency requests to leave the house/make stops need to be turned in 48 business hours in advance.
- Zero tolerance for testing positive for alcohol or controlled substances unless a valid prescription is provided
